Tomoe is a character from Lupin the 3rd Part 6.
Personality[]
Tomoe was a mentor to many people including (but not limited to) Lupin III, Hazel, Arianna, Mariel Clark, and Mercedes Camilo. She was tough on her students and carried a calm but serious demeanor, but knows how to get what she wants.
According to Moriarty, Tomoe is "a specialist with intimate knowledge of memory and the subconscious" who's capable of "something akin to hypnotism".
In reality, she's cruel, cold and calculating. She showed no sympathy after Lupin was seemingly killed trying to protect her from Mattea, but it's probably because she knows that he will survive it and was happy and proud when he showed up alive.
She has a lot of character traits in common with Lupin, including her ruthless determination to get whatever she sets her sights on in this case her 'supposed' son Lupin.
History[]
Tomoe is first mentioned in Part 6 Episode 13 by Mercedes. In Episode 14, Lupin told Jigen and Goemon about Tomoe. He said that she was an instructor hired by his grandfather to see if he was worthy of the Lupin family. According to him, Tomoe taught lots of things to Lupin, she even tasted his food to see if there was poison.
Then one night, Tomoe stole some treasure from the house and Lupin saw Tomoe get shot and fall into the river. Mercedes was also a student of Tomoe and was told by her to surpass Lupin. Lupin and Mercedes both felt Tomoe as a mother, no matter if she was or not.
According to Tomoe herself in Episode 23, she tried to flee with a young Lupin from the mansion and admitted to being his mother. However, the young Lupin didn't believe her and so wouldn't go with, leading to the event where Lupin sees (a hypnotized maid from his family mansion dressed up as) Tomoe shot to death.
According to Mercedes, she lived in what she called a pueblo mágico. Zenigata concludes that this means Mahiko village.
After losing Lupin, all she wanted from then on was to get him back, or so she claimed.
Tomoe then creates a plan to use a poem she taught Lupin to be a key to unleashing memories. After hearing of a theory that claimed "human consciousness is created within the thoughts triggered by verbal communication ", -knowing that Lupin grew up to be a polyglot- she concluded that he must have a unique thought pattern and cognizance for each language he spoke.
She theorized that she could use all those languages to probe all his thought patterns and to "reconstruct what [she] taught him within every corner of his consciousness". Knowing Lupin's weakness for women as well, she sought out a handful of them who could each speak a different language.
Each one of these women told Lupin a line from Tomoe's poem: A mother's love (El amor de madres)

Once Lupin was in a hypnotic trance, she implanted childhood memories into him, perhaps telepathically. He visualized tripping on Goemon's sword and doing magic tricks out of Jigen's hat.
She tries to hypnotize him again after he reveals he knew his memories were fake, and she's killed by her alleged "son" before Matea can take her down.
