Mulligan is a character from Lupin the Third Part II.
Character History[]
Mulligan is the owner of the casino "Kijino Murgan's" however he uses it as a front as it is implied that he is an Underworld Crime Boss and often seeing holding his white cat.
After his basement safe was stolen by Lupin III as he stole the jewels that he held there, Mulligan orders the security staff to capture them and to close the shutters of the car park however Lupin escapes.
Koichi Zenigata knows that Lupin stole the jewels as he failed to capture the thief and goes directly to Mulligan's office. Mulligan claims that he doesn't know any Lupin or "Lumpon" and the jewels were not stolen. He lied to Zenigata yet the inspector put a false leg at him causing him to tremble and threw the leg at the door. Mulligan claims that only the rules of the underworld apply and tells Zenigata to leave. Both his cat and Zenigata don't like each other.
Instead he pays Hangman to take out Lupin III and retrieve the stolen jewels. His orders that he doesn't care if Lupin is dead or alive as the body will be disposed of by Mulligan and mentions that it was a while since the hitman had a job. Hangman being angered by the comment pointed his gun directly at Mulligan and shot his office, he also murdered his cat.
