Generalissimo Blanco is a character of Lupin the 3rd Part 2.
History[]
Blanco is the leader of a small country of Blanco in the Pyrenees, he has by his side the chief of the secret police Seesaw. The country is also very strict as he had secret police patrolling around the country and severe penalties for crossing over the border illegally. When Koichi Zenigata was pursuing Lupin III, the air force pilot that was with him refused to fly over the country and injected Zenigata out of the plane when threatened. The Blanco air force ordered Lupin not to reach their airspace as they were unauthorized. The gates around the border also close at 4PM.
On a street he had hosted a parade with his army, he was in his car with Seesaw as he waved towards the crowd and got out his pocket watch as the clock struck 2 then putting it back into his pocket. In his possession, the pocket watch contained inside the Hannibal gold coin that Lupin was after.
Lupin disguised himself as Seesaw and along with Daisuke Jigen who was also disguised as an officer had entered his residence, Lupin told Jigen that insurgents have broken in and have to be careful then ordered the two soldiers who were outside his bedroom to "Wake His Excellency Up!" however a guard had opened the door for Lupin and Jigen. Lupin informed Blanco who had woken up from his sleep that there was an emergency, Blanco thought that it was another coup d'etat as Jigen looked at the note that was on the wall and told Lupin about it. They were surprised as it came from Lupin III and was written in French, it mentioned that he took the Hannibal coin and "I'm not telling you!!". Blanco panicked and rushed out toward his cabinet to get his pocket watch and was relieved telling "Seesaw" not to scare him like that however Lupin sprayed sleeping gas directly to his face and left the residence with the pocket watch.
Blanco waking up had then discovered that his pocket watch was stolen and sent his air force to go after Lupin.
