Biography[]
Bincam was an assassin who was controlled by Carla, he was considered so dangerous that he had to be strapped up and put in a cell when not doing his job. He had the ability to produce a hypnosis breath and also seems to have a dust storm around him. Codfrey gave him an order to kill Randy due to stealing $500 million from him however when he disappeared, Bincam was ordered to pursue Gene and Fujiko Mine.
According to Lupin III and thought by Fujiko, he was an experiment that came from a factory that mass produced assassins.
