Bernardo Vilar is a character and main antagonist from the TV Special Record of Observations of the East - Another Page.

Vilar is the president of Lombardo Heavy Industries, a company that he single-handedly built up that manufactures aircraft, ships however they are also involved with selling weapons to allies and enemies. The company was nicknamed "The Merchant of Death". He was after Another Page, a missing page of The Travels of Marco Polo. His hobby is drinking and has the goal to become the world leading arms manufacturer having full control of world events.

In the past, Vilar had tried to make a deal with Bao Long however he was looking to take one of Bao Long's customers and politely declined the offer. The customer was Duke Abel of the Talia Republic who was an art collector and he agreed with Vilar to import weapons from Lombardo in exchange for Marco Polo's legacy despite the country being neutral, Duke later became a senior advisor at Lombardo after obtaining a few art pieces from Vilar. Bao Long later went to prison.

Vilar then left the building however Lupin stole the tablet so Vilar sent his henchmen to go after him. His henchmen had turned into ash when they held Another Page and he retrieved it as Lupin hid in a sewer. He then transported himself inside a truck and contacted Duke while drinking a glass of wine, he claimed that people thought that Lupin had stolen Another Page and that Another Page holds the secret towards Marco Polo's legacy agreeing to give him the results when it is complete. Vilar called Duke a "greedy, senile old prick" after the phone call and he decided to go after Lisa Argento.

He sent three of his henchmen to get Lisa from the cemetery where Theo was buried however Koichi Zenigata had defeated them, Lisa was then pursued by a tank. Vilar was annoyed when Daisuke Jigen had taken out the tank blaming it on Lupin as he was spying on them, Fujiko Mine then put her arms around him and she agreed to take Lisa as she knows Lupin's behavior. Fujiko then took Lisa to Lombardo Heavy Industries and he was happy with Fujiko so he switched off the monitor to have a drink, Fujiko wondered why Vilar wanted Lisa and tells her about the legacy however he doesn't really care about it. The phone was ringing and he was happy that his henchmen captured Lupin.

Vilar then slapped Lupin and told him to wake up, Lupin however had no memory and wondered about Fujiko as he kept talking about looking for Lupin, Vilar was surprised and Fujiko removed Lupin's face mask that turned out to be Zenigata. His henchman told him that Lisa had escaped and was annoyed so he left unaware that Zenigata was really Lupin in disguise. It is hinted by Jigen that Vilar reported this to the "Rising San Times" about Lupin being a murderer and along with Jigen destroyed a Lombardo Heavy Industries warehouse.

Vilar along with Fujiko then traveled to Beijing and watched Lupin getting arrested by the police. He ordered a relay to be set up and have a demonstration, after the relay was set up and Lupin escape from prison they followed to an underground casino. He laughed as he was aware of Bao Long and found the casino to be the perfect place to humiliate a former crime boss.

Lupin remembers when he promoted the sale of attack robots.

He was in a pod and used the ZEAL to target Lupin, however since Bao had done some changes, he laughed as he disintegrated.
